Intimidate allows Quaquaval to weaken foes for its teammates, whereas Fluffy grants immediate bulk. Fluffy gives Quaquaval immediate physical bulk at the cost of its resistance to Fire-type moves, while Intimidate allows it to play more of a supportive role by directly weakening the threat which allows its teammates to have an easier time switching in. U-turn allows Quaquavalit to maintain momentum and allow frailer teammates that appreciate slow pivoting (Even with Relaxed nature, Quaval isn't exactly slow. Also, you forgot to explain why it's Relaxed.) like Slither Wing and Hydreigon while Rapid Spin offers role compression by allowing it to control hazards (I would name a couple of notably good matchups against hazard setters, e.g. chomp and treads). Meloetta pairs well with Quaquaval as Meloetta is a valuable teammate that can switch in on special threats like Iron Moth and Zapdos that force Quaquaval out.
