Although Alolan Ninetales can immediately set both screens with Aurora Veil, it's generally outclassed by Grimmsnarl. Grimmsnarl is more reliable courtesy of Taunt, Prankster, and the fact it doesn't need weather to set dual screens. Additionally, Grimmsnarl's superior defensive utility is helpful in keeping threatening wallbreakers like Dragapult in check. Alolan Ninetales should aim to set Aurora Veil as early as possible so its teammates can safely set up, and its moveset is catered to ease this process. Hail prevents other weather setters like Torkoal and Tyranitar from switching in and preventing Aurora Veil from being set, and Hypnosis stops foes like Corviknight, Ferrothorn, and Excadrill from taking advantage of Alolan Ninetales's passivity to remove Aurora Veil or set up. Encore is an alternative to Hypnosis that can lock such foes into non-attacking moves so a teammate of Alolan Ninetales can come in and safely set up and has the added benefit of perfect accuracy.

Alolan Ninetales fits exclusively on hyper offense teams, so it should be paired with a suicide lead like Excadrill or Mew to ensure entry hazards go up as quickly as possible. Setup sweepers like Zeraora, Dragapult, and Bisharp benefit from Alolan Ninetales's Aurora Veil making it easier to set up. Bisharp in particular is helpful for its ability to dissuade the use of Defog thanks to Defiant.

A few minor things.

- I don't think calling Alolan Ninetales more passive than Grimmsnarl is the right call. They both generally have only one attack in their arsenal, and at least Ninetales can sleep Pokemon that aren't threatened by it. Grimmsnarl's biggest boons over Ninetales are that it's more reliable (thanks to Taunt and not being reliant on weather) and that it has a better typing I'd say.

- From what you've written it would seem a benefit of Encore over Hypnosis is allowing teammates to come in and safely set up, but Hypnosis also has this quality of creating free turns, albeit at the cost of accuracy.

- I think you should explain that Bisharp is a particularly good partner thanks to its ability to discourage attempts from your opponent to remove Aurora Veil with Defog.

added a mention of Prankster because sure it's a harmless addition but the other two lines are not satisfactory in my eyes. sure, Pelipper and Hippowdon /could/ switch into Alolan Ninetales on an Aurora Veil attempt---and it's even implied when I say "weather setters such as" that there are other possible switch-ins than the two mentioned---but I explicitly left those two out because Freeze-Dry smacks the shit out of both of them. realistically it isn't worth mentioning them here as a result. meanwhile, Dragapult is a better mention than Gyarados regardless of whether Dragapult is predominantly a wallbreaker; it is also a common setup sweeper on HO builds, whereas Gyarados is not relevant at all in the tier.

generally OU doesn't like people doing AM checks and prefers users demonstrate their knowledge via writing; however, if you're going to contribute feedback to analyses, the best way to do so is make mentions from a metagame-based perspective rather than simply looking at examples unless they are incredibly egregious, i.e. someone saying Hippowdon checks Dracovish or something of that nature.

It's probably worth elaborating on this superior defensive utility a little bit. Alolan Ninetales should aim to set Aurora Veil as early as possible so its teammates can safely set up, and its moveset is catered to ease this process. Hail prevents other weather setters like Torkoal and Tyranitar from switching in and preventing Aurora Veil from being set, and Hypnosis stops foes like Corviknight, Ferrothorn, and Bulk Up Zeraora from taking advantage of Alolan Ninetales's passivity to remove Aurora Veil or set up. This metagame really doesn't favor Bulk Up Zeraora, I think a different Pokemon like Excadrill would make more sense here. Alternatively, Encore can lock such foes into non-attacking moves so a teammate of Alolan Ninetales can come in and safely set up and has the added benefit of perfect accuracy. "the added benefit of perfect accuracy" doesn't directly relate to anything else you've said so far, so I'm not sure why this needs to be mentioned. You should either remove that bit or also point out Hypnosis's shaky accuracy.
