I used encore on opponent who was using Calm Mind. so Alluring voice should confuse. But it wasn't.

Are you able to replicate it? If so, how?

I'm pretty sure Alluring Voice only confuses if the target had its stats raised on the same turn (not the turn prior). If this is the case then this is not a bug, Arceus had not raised its stats yet that turn because it went second.
