- I think that a custom rule/clause that would accurately use current-gen speed mechanics would be nice - afaik games before Gen 5 and Custom Game use different speed rules. Likewise, removing this rule from formats using in-game speed rules would make them default to linear Speed.

- Additionally, I think that a "speed tie" rule would also be nice to have, as custom rules already support customization like changing possible level bounds and the number of Pokemon brought.
 
To be clear, Custom Game simply ignores cartridge overflow mechanics, including Speed overflow, Nature stat overflow, damage overflow, etc. I don't know enough about Speed calculations pre-Gen 5 to say for sure, but I am confident that overflow still exists, just in different ways, and some that may be impossible to notice on cartridge without hacking.

When you say "Speed tie rule", do you mean forcing every Pokemon to Speed tie (probably not)? If you mean Speed ties being not determined by RNG, you'd need to describe what would break the Speed tie. There are non-RNG based Speed ties in the game, but those are determined by which Pokemon has been on the field the longest.
