What is the bug?
There exists a bug in the code of /as and /is where typing "all" as a keyword for a previous maxgen (but only through /as4, not through /as maxgen4) will show abilities/items with the word "all" present in them, rather than showing all abilities/items. This is always present in old maxgens for /as and is only the case for /is when all is the only keyword present.

Are you able to replicate it? If so, how?

(as an aside, not sure if it's intentional or not that Mountaineer/Rebound appear in /as without CAP as a keyword)

Now that the all parameter has been removed from search commands, this bug can be archived (though Rebound/Mountaineer still appear among other abilities when /as is used even when CAP is not specified, still not sure if this is intended or not).
