Choice Scarf Victini functions as a niche late-game cleaner and revenge killer, due to its ability to outspeed Pokemon such as Tapu Koko and Mega Lopunny as well as threaten important defensive pieces such as Ferrothorn and Gholdengo with V-create. U-turn is used to gain momentum on switch-ins such as Heatran, Alomomola, and Raging Bolt that would otherwise reliably answer it. Trick is used in order to cripple defensive switch-ins such as Alomomola, Toxapex, and Ting-Lu, allowing teammates to break through them more reliably. Bolt Strike is an option to hit Water-types such as Toxapex, which would otherwise be able to shut down Victini with Haze, and Alomomola, as well as Moltres and Mega Charizard Y, while Final Gambit allows Victini to trade for would-be answers such as Landorus-T and Garchomp. 252 HP EVs are only used on Final Gambit sets in order to maximise its damage against foes such as the aforementioned Landorus-T and Gliscor.
Choice Scarf Victini fits predominantly on bulky offense and sun teams, where its ability to clean up late-game and pivot into breakers is appreciated. Victini finds itself vulnerable to defensive pieces such as Landorus-T and Ting-Lu, both of which can switch in on V-create and threaten Victini with Earthquake, meaning that Flying-type partners such as Gliscor, Tornadus-T, and Zapdos are appreciated. Dragonite can also switch into Victini comfortably and use it as setup fodder, meaning answers to it such as Clefable are appreciated. As well as this, due to Victini's lack of Heavy-Duty Boots, entry hazards such as Stealth Rocks and Spikes make it hard for Victini to come in and pivot, meaning hazard removal options such as Great Tusk, Defog Landorus-T, and Terapagos are appreciated, with the former two also threatening Heatran for it. In return, Victini can threaten Grass-types such as Ferrothorn and Serperior for them. Victini can often find itself struggling to break through bulky Water-types such as Toxapex and Alomomola, meaning Pokemon that threaten these such as Tapu Koko and Tapu Lele are appreciated, with Victini in return breaking through Steel-types such as Gholdengo, Ferrothorn, and Kingambit for them. Z-Celebrate's omniboost makes Victini a potent sweeper due to its enhanced bulk and offenses making it difficult to revenge kill. When combined with Z-Celebrate, Stored Power becomes able to muscle through neutral targets such as Landorus-T and Alomomola while also breaking Toxapex, which would otherwise stop its sweep with Haze. Focus Blast is used in order to hit Heatran, Roaring Moon and Ting-Lu, all of which could otherwise comfortably switch in on Victini, with the latter being able to phase it out via Whirlwind, removing its boosts entirely.
Z-Celebrate Victini fits exclusively on hyper offense, where its ability to clean late-game is appreciated. Victini can often find it hard to find setup opportunities against faster foes such as Ogerpon-W and Choice Scarf Urshifu-R, so teammates that can pressure these such as Raging Bolt and Booster Energy Roaring Moon are appreciated. In return, Victini can break through Steel-types such as Ferrothorn and Melmetal for these. Victini can also often struggle to break through Pokemon that resist its STAB moves, such as Mega Latios and Slowbro, meaning Dark-types such as Kingambit, Roaring Moon, and Hisuian Samurott are appreciated. In return, Victini can come in on Fighting- and Fairy-types such as Tapu Lele and Iron Valiant and find setup opportunities on them.
