[4 Gen] Recovery Clause Team (with Garchomp and Latios allowed)

*not native english speaker, expect some strange sentences

Hi, I have created (only on the paper) a team for real a Pokémon tournment here in my city.

As the post title says, it's a tourney with Recovery Clause (are not allowed moves that have the single purpose of healing, like Recover, Wish or Rest, but Leech Seed, Drain Punch etc. are allowed) and with a different OU list that allows Garchomp and Latios (without Soul Dew). The other rules are the usual.

Please note that since this is a real Pokémon team, and I'm not a cheater, I do not have access to some useful event-only Pokémon like Celebi and Jirachi. Also, roaming Pokémon like Raikou or the move Hidden Power of a specific type is very hard to get. As well as using something like a Hippowdon without Slack Off, It's not likely I will train a Hippowdon to Level 100 without Slack Off (that is a Egg-Move) just for a single torney.

I can't have any Pokémon outside these versions:

Infernape @ Focus Sash
Ability: Blaze
EVs: 64 Atk / 252 SpA / 192 Spe
Nature:
- Fake Out
- Stealth Rock
- Fire Blast
- Close Combat
Nothing new, just the usual Infernape lead. Fake Out to render enemy's Focus Sash useless; use Stealth Rock and then attack while still having my FS on. This set can set SR and KO a lot of leads like Azelf, Tyranitar, Heatran.. the problem is Hippowdon, Aerodactyl and Swampert, for which I can change to Suicune or Forretress.

Heatran @ Choice Scarf
Ability: Flash Fire
EVs: 252 SpA / 4 SpD / 252 Spe
Nature: Timid
- Fire Blast
- Earth Power
- Dragon Pulse
- Explosion
This is Latios-counter Heatran. Sounds strange, but Heatran resists fine everything that comes from Latios but Thunder(bolt), and does heavy damage back with Dragon Pulse. Scarfed, it will outspeed and act first, a crucial advantage otherwise Latios could 2HKO Heatran if he has Thunder(bolt) with a Specs/Calm Mind boost. Scarfed Latios isn't a problem. Overall is the usual Heatran.

Garchomp @ Leftovers
Ability: Sand Veil
EVs: 4 HP / 252 Atk / 252 Spe
Nature: Jolly / Naughty
- Swords Dance
- Outrage
- Earthquake
- Fire Blast / Fire Fang
These 3 attacking moves makes almost perfect coverage. If the enemy brings something that can resist EQuake and Outrage, like Skarmory or Bronzong, it falls to Fire Blast/Fang (I would like your opinion of which of the two I should use). Once Steel types have been cleaned, SDance + Outrage may devastate a part of opponent's team; I think only a Starmie, a Weavile or a Lati@s could outspeed and kill it with Ice/Dragon move before dying.

Scizor @ Choice Band
Ability: Technician
EVs: 244 HP / 252 Atk / 12 Spe
Nature: Adamant
- U-turn
- Bullet Punch
- Superpower
- Quick Attack
The power of a Choiced BP is huge, and I couldn't resist and put it in my team. He can clean late-game with the priority move or attemp to stop a boosted sweeper by killing it. BP does around 50% damage to Garchomp and 75% to Latios. QAttack does 40% do Gyarados, and its a good choice because otherwise only Forretress' Rock Slide could counter the water "dragon".

Forretress @ Leftovers
Ability: Sturdy
EVs: 252 HP / 252 Def / 4 Atk
Nature: Impish
- Spikes
- Rapid Spin
- Rock Slide
- Explosion
This is a almost a sin. I have two Pokémon of the same type in my team (Scizor and Tress). But I didn't thought of anything that could replace the roles in a good way. And Fire-type moves are well received by Suicune and Heatran specially. Anyway, the goal of Forretress is simple: set up Spikes, RSpin and Explode to score a KO. He is good because in the tourney recovery moves are banned, and this is a rare physical wall that doesn't need/have one. Rock Slide in here for the sole purpose of facing Gyarados, 2HKOing it after Stealth Rock, since I don't have any Poke that really counters Gya, only checking it.

Suicune @ Leftovers
Ability: Pressure
EVs: 116 HP / 252 Def / 140 SpA
Nature: Bold
- Calm Mind
- Surf
- Ice Beam
- Roar
Defensive Suicune. She may be a Garchomp-counter, taking 40% damage from Scarfed Outrage. With these EVs, will always KO it with IBeam after SR damage. With Calm Mind boost, becomes even more bulkier. The type coverage is poor with only Surf and IBeam, but if Suicune faces something he can't damage, he Roars it. She can also Phaze DDance Gyarados.

Two things: How can you have Bullet Punch Scizor when you don't have Platinum? and Suicune should be Bold, not Impish.
 
Forretress should have payback as it will almost always go last and toxic spikes are useful but it's hard to find out what move is taken out.
Try this set and it might sound weird but it's unexpected so it works

Since there is a "recovery clause", stall is pretty screwed. As well as, to a lesser extent, bulky offense and semi-stall. This means that the tournament will likely be very offensively based, especially considering Garchomp and Latios are being allowed (by the way, no Mence and Latias?) Forretress doesn't really fit too well, especially considering you lack a ghost to block Rapid Spin, and since you plan on Exploding Forry, you'll be without spikes, and its efforts were for naught. Not to mention, your team is very offensive inclined. Defensive Suicune isn't too bad, though.

First things first, you lack a Fighting or Ground weakness, which is big, as those are two of the most common attacking types. Just think Close Combat and Earthquake.

There's an easy solution to both of those- replace Forretress with...

Seriously. You're given access to this monster, ABUSE IT! You have access to catching it in both Ruby and Soul Silver. Any of its sets are dangerous. You could go with Specs just to hit things like a freaking meteor, or Scarf to outspeed pretty much anything that isn't boosted. Or you could go with a setup sweeper in the CM variant. While any Latios set is a WMD, personally, I think a Scarf set would fit best, as it makes Latios incredibly fast, allowing it to outspeed and KO Pokemon that could be an issue for your team, such as DD Gyarados or LO Starmie, and Latios hits like a crazy train that has flown off its tracks even without a Specs or CM boost.
Choice Scarf, Levitate, Timid
4 HP / 252 SpA / 252 Spe
Draco Meteor / Surf / Hidden Power Fire / Thunderbolt
Draco Meteor is a powerful STAB that just makes things roll over and die. HP Fire covers most Steels, with Surf dealing with Heatran. Thunderbolt to KO Gyarados. Trick can be used in the fourth slot, though. With a Scarf, it also outspeeds Scarf Garchomp and opposing non-Scarf-Latios.

With Latios as a Choice Scarf user, ScarfTran becomes redundant. Not to mention, Scizor can beat opposing dragons locked into a dragon move, and that Latios can carry Surf, which disposes of Heatran. I suggest switching to a Shuca, or perhaps Life Orb set, with Stealth Rock, and move it to the lead spot, or possibly replace it entirely if you so choose.

This frees up Infernape to utilize more coverage moves. Either MixApe set works, the Physical oriented one using U-turn to scout, with the Special oriented one using Hidden Power Ice to beat Dragons. Whichever set you choose, I'd recommend a spread of 252 [Sp]Atk / 48 [Sp]Atk / 208 Spe, to outspeed non-Scarf Garchomp. More points obviously go into the stat attack your moveset is more centered around.

I would also suggest offensive Suicune over your current set, but you mentioned precise Hidden Powers being a little difficult to get. So, I'd recommend something with pretty much the exact same coverage, but it's faster and hits a little harder, unboosted.

Life Orb, Natural Cure, Timid
4 HP / 252 SpA / 252 Spe
Hydro Pump / Thunderbolt / Ice Beam / Rapid Spin
Beastly stuff, with its coverage, power, and speed. Hydro Pump for sheer power and STAB, Bolt/Beam for coverage. Ice Beam will be particularly useful to deal with the Dragons. Since your Forretress was replaced, you can use Starmie to Rapid Spin away hazards for you, though if you want, a coverage move can be used in that slot instead.

I think that your team should be set after these changes.

TL;DR:
Major Changes:
-Latios (probably scarf) over Forretress
-LO Starmie over Suicune
Lesser/Changes to Consider:
-Shuca/LO Heatran over current set and move to lead, or replace it with something else
-MixApe over current set

First, I didn't know Salamence and Latias were also banned from 4gen OU! o.o" Well, they are allowed too.

I thought of a semi-stall team because even an offensive team can get a great advantage from SR. At least I don't feel confortable in a team without any SR or Spikes, so I would keep Infernape as SRocker. I choose him in my team because I think it's the best lead to do so.

I like the idea of ScarfLatios, but unfortunately he can't learn Flamethrower, and relying in HP Fire is not really viable =(. But I can make one with Trick instead of HP Fire. As you said he really can take Earthquakes and CCombats very nice and without doubt his Draco Meteor is monstrouos. Can also counter ScarfChomp. Will take some patience to get a good Latios to use, but whatever.

I like the idea of LO Starmie. She is faster than most non-Scarf Pokes and this is very nice. A nice idea to swap Cune for her. Also easier to get one. She can revenge non-Scarf Garchomp and Latios, which is very nice.

Since Heatran can't really counter Latios (since I forgot he gets Surf), I'm inclined to Metagross. He could counter easily opposing ScarfLatios. He also have great Def stat to compensate the leave of Suicune and Forretress. Agility LO seems nice, but two LO users in a team may be too suicidal...

Switching Heatran I will lack Fire-type moves too. (I will have only Infernape, which probably dies early, and Chomp's FFang/Blast)

I will think better about it later. I'm used to Stall/Defensive teams so I don't feel confident in an offensive team, ha xD

Anyway, almost completely regardless of the type of team you run, there's usually a Pokemon using Stealth Rock. And for good reason. I'm not dissuading you from using that. Spikes on the other hand, can be a little more difficult to pull off. It takes three turns to get the full effect, and they can be removed in an instant, which is why when using them, you'll probably want a spin blocker. It can work, but with the way the tournament's set up, I don't see a whole lot of room for setting up too much more than Stealth Rock, let alone abusing them.

I suggested Heatran for the lead slot as it can also set up Stealth Rock. Personally, I find Infernape has more potential outside the lead spot. Well, same can easily be said about Heatran (very easily) but I think that Infernape looses more by sacrificing move slots than Heatran.

Ah yeah, forgot about you not wanting to hunt for Hidden Powers. Thunderbolt and Surf provide good neutral coverage alongside Draco Meteor. You could also use Dragon Pulse in the fourth slot to have a consistent form of damage to try and sweep end game.

Speaking of replacing Heatran for Metagross, Metagross makes a very efficient Stealth Rock user (once again, freeing up Infernape). However, when paired with Starmie, Metagross is especially efficient. So, you could move Starmie to the lead spot, backed my Metagross.

As I've already mentioned, since it won't be in the lead spot any more, use a mixed Infernape set. Trust me, two Life Orb users is not suicidal.

Don't worry too much about loosing Heatran's Fire type attacks, they're covered well enough.

Oh, one last nitpick. I'd suggest Pursuit over Quick Attack on Scizor to trap and kill Psychics, particularly the Lati twins. It's a bit more reliable of a way to beat them.

I feel the same way, except, reversed. I'm used to offense, and a little uncomfortable with stall. xD Practice is all it takes, really.

It looks very deadly. \o/ Faces some problems against some Pokémon like Swampert, but nothing really serious. I think it's nice. Having just one legendary Pokémon is very nice also.
