What is the bug?
Gender on opposing side is always shown as male for Raichu in the format VGC 2016

Are you able to replicate it? If so, how?
I was able to replicate this, I had the help of Christianafinity, therefore they get the shout out.

You did not include a replay here, but these Raichu are in fact female, not male. Moreover, that event Raichu can be either male or female. See example:
