The guy who runs pokesav, Kyohack I think is his name, says he thinks Nintendo is trying to mess up his server and he has to fix it every month.
I found that you can make a poke on pokesav (.PKM file), save it to your computer, then upload it using the two programs on this website. http://projectpokemon.org/gts/
It is easy to do, but I am always a little leery of downloading software, so make sure your antivirus is up to date. You can also use pokegen to make your .PKM file, but I like using pokesav better.
