I haven't used Scarf Charizard with Blaze ~too~ much, but one with Solar Power and sun support is an absolute beast and easily the best way to use ScarfZard imo. It outspeeds and at worst 2HKOes basically everything with Fire Blast alone and doesn't even need Specs or LO to wallbreak, allowing it to equip a Scarf and sweep through both offensive and defensive teams alike. Doesn't even need to be on a full sun team to work; I've actually used a dual-weather Volbeat with Ludicolo paired with Zard and their combined wallbreaking / sweeping ability is actually pretty incredible. SR is obviously its biggest flaw which is why it's more relegated to a "cleaning" role, but it cleans so easily it rarely ever really matters. As for Blaze variants, they do have considerably more longevity due to the lack of Solar Power recoil so they actually can come in for a revenge kill or two while still being able to clean efficiently, and a Scarfer that can outspeed base 95s is still really good to have since Primeape (and to an extent Haunter + Sawsbuck) still exist.
On ScarfPour, probably the main draw to it is its ability to revenge Carracosta with little to no risk, since it resists Aqua Jet and can easily follow up with Hydro / Surf for the KO. I don't really use it all too much but I do agree it has more merit in this meta with Jynx gone. Water-types in general have gotten a lot better since they can pretty freely spam their STABs with much less fear. On a different note, something I've been toying around with somewhat is dual-Water cores; basically the premise is to wear down checks and counters to the Pokémon with offensive pressure + potential lures and clean up later. An example core would be of special Samurott with HP Electric + RD Ludicolo, using Samurott to weaken Ludicolo's checks and lure in Mantine while Ludi sweeps late-game. Another is SD Samurott + mixed Shell Smash Carracosta, and so on and so forth.
