How Ratings Work

I've always wondered how ratings work. So if anyone could tell me, and anyone else who wants to know, what each term in the ratings mean? What's CRE, and how does it relate to standard rating? What's Volatility? Is it better to have a higher one or a lower one?

Any help would be appreciated, and I would think other people want to know as well.
