Cobalion is relatively unique in its role and stat spread as a Pokemon being both very physically tanky with a good defensive typing while also being relatively speedy. Tera Ghost also lets Cobalion effectively block Rapid Spin from Cyclizar.

this is ready for #2 I think, but fluff!! I'm a little unsure how to implement Jirachi into here as they share a lot of qualities as Pokemon ad the resistances Jirachi offers aren't inherent weaknesses of Cobalion.

It is easy for teams running Cobalion as their Steel to end up being very vulnerable to offensive Fairies and Psychics, most notably Gardevoir and Enamorus-T, but also Reuniclus, Fezandipiti... (see HippoMoltCyc+Cobalion teams). Jirachi gives you a Steel with an actual Psychic and Fairy resistance to handle those.
