Type:

Electric: Electric STAB; 50% reduction in paralysis chance from other electrical attacks, perfect accuracy and 30% chance of Protect breaking Thunder during Rain. Superior senses in power plant environments.
Steel: Steel STAB; Immune to Sandstorm, highly insusceptible to toxic attacks, but can be corroded specifically by Acid and Acid Spray, can be magnetized. Superior senses in high-metal environments like construction sites or factories.

Abilities:

Magnet Pull: (Can be Activated) This Pokemon has the ability to generate a magnetic field that can attract or repulse Steel-type Pokemon. That balloon seems like it could annoy us in many ways, so lets make sure we avoid being struck by anything too troublesome.

Start off with a Flash Cannon for you first hit. Follow up with a Wave of Thunder, this way the speed will be less of an issue. End it with a powerful THUNDERBOLT, that should do a number to it. Should it ever use Hypnosis go for Magic Coat to reflect it right back.

Hmm I don't know whether I should call this lucky or not. Either way, lets start with Magnet Rise, that should ward off those evil Earthquakes. Then follow up with a Flash Cannon dealing decent damage hopefully. Finish by using Metal Sound to hopefully lower those defenses to the ground.
